The Minutes of the meeting held on Thursday 26 April, 2018 were approved as a correct record and signed by the Mayor.

3.

Address of the retiring Mayor

Minutes:

The Mayor noted that in common with previous Mayors that his year in office had passed very quickly and that it had been an honour, a pleasure and a privilege to be the Mayor of Rushcliffe and the First Citizen of the Borough. The Mayor thanked the many people who had supported him during his year in office including the Deputy Mayor, his Chaplains, Reverends Hodder and Stewart, his cadet, Hannah Mackay, the Constitutional Services team, other officers, members and the Mayoress.

 

The Mayor advised that his fundraising activities for The Friary had raised £6,327.77 and that it had been a pleasure to support such a worthy cause.

 

The Mayor referred to some of the many engagements that he had attended during his year in office, most notably the re-opening of Bridgford Hall as well as hosting the joint reception to celebrate the success of Nottinghamshire County Cricket Club and switching on the West Bridgford Christmas lights. The Mayor advised that his final engagement had been fittingly presenting a book detailing the restoration of Bridgford Hall to the registry office team earlier in the week.

 

The Mayor presented commemorative plaques to his Chaplain, Reverend Andrew Stewart and to his cadet, Hannah Mackay.

4.

Vote of Thanks to the retiring Mayor

Minutes:

Councillor Robinson proposed a vote of thanks to the retiring Mayor and noted that as the First Citizen of the Borough that the Mayor had attended 105 engagements during his year in office. Councillor Robinson advised that he had attended many events with the Mayor, most notably visiting the National Holocaust Centre and the Proms in the Park event and that it had been an honour to attend these events with him. Councillor Robinson advised that the re-opening of the renovated Bridgford Hall had been a highlight of year and he emphasised the importance of this iconic building to the Borough. Councillor Robinson thanked the Mayor for the dignity and gravity that he had brought to the office of Mayor, as well as for his firm but fair chairing of the meetings of Council, noting that he had been a great ambassador for the Borough. Councillor Robinson finally thanked the Mayoress for her support given to the Mayor during his year in office.

 

Councillor MacInnes in seconding the vote of thanks noted the success that the Mayor had made of his year in office and referred to the many events that the Mayor had attended during his year in office. Councillor MacInnes concurred with Councillor Robinson that the re-opening of Bridgford Hall had been a notable event and that it was good to see the building being used to its full potential once more. Councillor MacInnes thanked the Mayor for both the pride he had shown, and for the professional manner in which he had conducted  the office of Mayor.

 

Councillor S Mallender agreed that the Mayor had had a very successful year in office and noted the successful visit to Rushcliffe Arena by the West Bridgford Brownies earlier in the month. Councillor S Mallender also welcomed the Mayor’s fundraising efforts for the Friary in a year in which they had received the Queen’s Award for Voluntary Service. Councillor Jones concurred with these comments and noted the excellent work carried out by the Friary.

5.

Election of Mayor 2018/19

To consider nominations for the appointment of Mayor of the Borough of Rushcliffe for the 2018/19 Civic year.

 

After the vote on the election of Mayor has been carried, the new Mayor, upon making the declaration of acceptance of office, will take the chair for the remainder of the Meeting.

Minutes:

It was proposed by Councillor Clarke, seconded by Councillor Mrs Males and RESOLVED that Councillor Mrs Maureen Stockwood be elected as Mayor of the Borough of Rushcliffe for the civic year 2018/19.

 

Councillor Mrs Stockwood then read and signed the declaration of acceptance of office and after thanking her proposer, seconder and fellow councillors, took the Chair and was invested with the Chain of Office by the retiring Mayor. 

 

The Mayor announced that her chosen charity for the year was the Nottinghamshire Hospice and advised that the Civic Service would be held on Sunday 8 July at St Thomas’, Aslockton. The Mayor then presented flowers to Mrs Jean Cooper, the retiring Mayoress, to thank her for her support to the retiring Mayor and for the grace, dignity and charm in which she had carried out her role.

6.

Election of Deputy Mayor 2018/19

To consider nominations for the appointment of Deputy Mayor of the Borough of Rushcliffe for the 2018/19 Civic year.

 

Minutes:

It was proposed by Councillor Butler, seconded by Councillor Upton and RESOLVED that Councillor Mrs Christine Jeffreys be elected as Deputy Mayor of the Borough of Rushcliffe for the civic year 2018/19.

 

Councillor Mrs Jeffreys then read and signed the declaration of acceptance of office and after thanking her proposer, seconder and fellow councillors, was invested with her Chain of Office by the Mayor.

9.

Appointment of Representatives to Outside Bodies 2018/19 pdf icon PDF 246 KB

The report of the Executive Manager – Finance and Corporate Services.

Minutes:

The Leader presented the report of the Executive Manager – Finance and Corporate Services setting out the appointments to Outside Bodies for the municipal year 2018/19. The Leader advised that there had been a review the list of Outside Bodies that the Council formally appointed to, but that Councillors could request that they attended meetings of other organisations not receiving a formal appointment if they wished.

 

Councillor Edwards supported the principle of reviewing the number of Outside bodies appointed to, but advised that there were some organisations including the Rushcliffe Community Voluntary Service and the Citizens Advice Bureau which he thought it was still important received a formal appointment to ensure the Council was represented adequately. Councillor Edwards also noted that it was important that the representatives on Outside Bodies reported back to all Councillors on their activities. Councillor S Mallender noted that while there had been some consultation on the rationalisation of the number of formal appointments some of the organisations no longer receiving a formal appointment had close links with the Council, with Council officers attending their meetings. Councillor Mallender noted that she would like to be Council’s representatives on the Rushcliffe Nature Conservation Strategy Implementation Group; this however she thought should be a formal appointment.

 

Councillor Robinson noted these concerns and advised that the list of Outside Bodies appointed to would be reviewed in one year’s time.

The report of the Executive Manager – Finance and Corporate Services, setting out the schedule of Council and Committee meetings for the Municipal year 2018/19 was moved by Councillor Robinson and seconded by Councillor Moore.
