The Service Manager – Public Protection presented the report of the Executive Manager – Neighbourhoods requesting the Committee to consider the changes to the Council’s Statement of Principles made under the Gambling Act 2005, explaining that as a Licensing authority the Council must determine and publish its Statement of Principles every 3 years.
The Senior Licensing Officer explained that there are three licensing objectives set out in the Act as follows:
· Preventing gambling from being a source of crime or disorder, being associated with crime or disorder or being used to support crime or disorder
· Ensuring that the gambling is conducted in a fair and open way
· Protecting children and other vulnerable people from being harmed or exploited by gambling
The Senior Licensing Officer advised that the draft Statement of Principles was a live document, and has been subject to an extensive consultation with members of the trade, responsible authorities, current license holders and Councillors.
The Senior Licensing Officer highlighted the list of amendments and responses to the consultation and provided a draft Statement of Principles attached as an appendix to the report for the Committee to consider.
It was RESOLVED that the Committee endorse the Statement of Principles for its final approval at Full Council on 2 December 2021.
